question is very straight-forward, where in australia can i get a cheap but effective engine that can keep an aircraft 550KG (inc. engine + fuel) in the air?

My expertise in certified engines; that is Lycoming and Continental.
For an ultralight engine you would probably be best to contact Jabiru at http://www.jabiru.net.au/ They certainly have a good range and good engines.
